October 2022 Feughside Community Resilience Plan Survey
Will you volunteer to support Feughside Resilience?
During the 2021/22 storm power cuts our community responded well but many people thought we could do better. Neighbours did rally round to help each other but there was little coordination and some responses were duplicated and/or not well organised. Communications (particularly from SSEN) were either absent, impossible or confused. Feughside Community Council (FCC) and Strachan Hall Committee is developing a Resilience Plan to coordinate what we as a community can do to improve our response to future disruptions. We are considering three main thrusts:

We are considering three main thrusts:
- Communication - a Resilience Buddy system for nine areas with addresses grouped by postcode. The Resilience Buddy system will primarily enable communications with/without telephone/internet.
- Help for vulnerable members of the community. In the event of an emergency, Resilience Buddies will have previously identified which addresses have vulnerable residents who may want help and will endeavour to contact them within 12 hours to arrange it.
- Installation of an emergency generator so Strachan Village Hall can become a hub providing:
- A place of shelter, warmth and light
- Cooking facilities, toilets, hot water
- Telephone and Internet for work and to contact friends/relatives, emergency services, doctor etc.
- A focal point for residents generally and vulnerable residents in particular.
The success of this plan will depend on the number of volunteers. This survey is being circulated to ask you to volunteer as:
- Resilience Buddy: We want to identify two Resilience Buddies for each of the nine areas, 18 volunteers in all.
- Generator Group: Before accepting money for the generator, we want to establish a Generator Group to specify, obtain permissions, buy, install, commission and maintain the generator. The Hall Committee are supportive but do not feel able to own the generator so we may ask the newly formed Feughside Community Association to take ownership.
- Generator Supervisor: After that we will need to establish a winter standby rota of say eight people who (with training) can start/stop, refuel and watch over the generator during power cuts.

July 2021 – Monthly Police Report
Marr Policing Priority - Antisocial Behaviour, Violence and Disorder
Reports of youths causing annoyance at Raemoir quarry, additional concerns there regarding resident wildlife, Police attended however no youths on arrival. This will be given passing attention when able.
Young persons were seen within the Hill of Banchory school smoking, police attended but no persons were seen. This is already being given passing attention and will remain so whilst officers are able.
Torphins Primary school – young persons were seen on the roof of the school however it could not be clarified if they were there to just retrieve a ball. There has been no further calls.
Lairds Cast, Inchmarlo – report of older youths there smoking and drinking, upon police attendance no persons seen however as always will be bore in mind for any patrol time.
Report of young persons jumping into the water at the Feugh Salmon fisheries, police attended and no persons seen. This is extremely dangerous, there were no further calls.

An attempt was made to break in to a shed in Arbeadie Road, Banchory, enquiries are being made.

We continue to try and maintain a presence in certain areas including Raemoir Road, Torphins, Inchmarlo and other areas regarding any speeding offences.
One day during July officers were in attendance at

A93 in Banchory near Fountain Dental Practice

Various people were warned all over and two people were issued a ticket in Banchory (48 & 47mph)
We will continue to have a presence as often as resources allow.

An illegal bird trap was found in the area of Tornaveen, this was bought to SSPCA and Police attention. Enquiries continue.
2 Goshawk chicks were found dead near to a nest in Brathens, it is unknown if this is a criminal matter and enquiries are being made.
Other Policing Activity and Information
We continue to try and have a presence in all areas when we can and assist the public. We still encourage our community to contact us on 101 and not just stop at highlighting things on social media.
Please feel free to contact ourselves at the office or get in touch, we are considering starting a local police surgery sometime in the future with a local officer when we and our community feel it is safe to do so. If anybody feels that we need to look at anything specific then please feel free to let us know.

Marr Area Committee convened on 15/12/20 when Strachan School was considered. The recommendation was to close Strachan School and reassign its catchment area to create a dual zone between Banchory Primary School and Finzean School, for the consideration of Education & Children's Services Committee.

Feughside Community Council
On December 1oth the first AGM of the new Feughside Community Council was held virtually at which the new Community Councillors were formally elected into their new roles and the new constitution adopted.
The new Feughside Community Council has been formed out of the previous Feughdee West community council following a period of engagement resulting from the Community Action Plan review process. The Feughside CC will represent the communities of Glendye, Strachan, Tilquhillie and Auchattie.

Formation of new Community Councils
As a result of the community engagement process following the develpment and subsequent review of the Community Action Plan (CAP) it was agreed that the current Feugh Dee West Community Council would be dissolved and two new Community Councils formed covering the respective areas North and South of the Dee. The new Feughside Community Council will include the communities of Strachan ( including Glen Dye), Auchattie, Blackhall, Bridge of Feugh and Tilquhillie. The new Inchmarlo, Brathens and Glassel Community Council will represent the communities of Inchmarlo, Brathens and Glassel.
The elections for the new Community Councils are scheduled to take place on November 28th, the process of preparing for dissolution is ongoing, with new websites and contact details to be launched as soon as posisble after the formal dissolution and formation of the new CC's. All efforts will be made to ensure the transition process is as smooth as possible, it would assist if windfarm funding requests can be witheld until the new CC's are formed and committee's are in place.

Recycling Centre to re-open
Aberdeenshire Council confirms partial re-opening of Household Recycling Centres from June 1
Aberdeenshire Council has confirmed it will re-open 12 of its Household Recycling Centres( including Banchory) for bagged general waste, garden waste and electrical items.
Residents of Aberdeenshire will be asked to book a slot online to control the volume of vehicles – cars and pick-ups only - accessing both the centres and surrounding areas at any one time.

Community Consultation Regarding Change of Boundary/ Dissolution.
Feughdee West Community Council (FWCC) presently represents the communities of Inchmarlo, part of Glassel, Brathens, Strachan, Glen Dye, Auchattie, Tilquhillie, Bridge of Feugh and Blackhall.
We have recently produced a Community Action Plan (CAP), outlining potential community projects for the next 15 years. As a result of that work, it was noted that not only are various communities separated geographically by the River Dee, Scolty Hill and the town of Banchory (with no direct road connection) but they also have different demographics and different priorities. Subsequently no joint projects were identified within the CAP.
The CAP did not suggest that the communities should ‘split’ in order to achieve the proposed projects. Nevertheless a conversation was started to understand both the benefits and disadvantages of dissolving or changing the current FWCC boundary and possibly creating two new Community Councils.
After seeking guidance from Aberdeenshire Council - FWCC voted on three options:
A vote saw the majority of community councillors in favour of a change to the present set up. However, prior to making such a change there must be a community consultation.
The tab below " Community consultation questionnaire" contains information outlining the three available options including the identified advantages and dissadvantages of each option. There are also three questions which directly relate to the options.

King George V Community Project Funding
The second round of applications for a community benefit fund is now open to community organisations and individuals in the AB31 postcode area.
The fund, administered through the charity, King George V Community Projects (KGVCP) receives an annual donation of £15,000 from a local wind farm and the donation will be distributed as grants to eligible local groups and individuals.
The maximum grant will be £1,000, with any award over £500 requiring some matching funding. The minimum grant will be £250. No awards will be made to groups or individuals outside the AB31 area.
The first round of applications saw seven local groups being successful. These included a range of projects from Torphins and Banchory Paths groups, Finzean Community Association, Banchory Men’s Shed and Durris Indoor Bowling Club.
The closing date for new applications is 22nd December.
New applicants should note that to qualify for the grants there are a set of criteria to be met. These include supporting social and recreational activities that benefit the community in the AB31 area; supporting participation in sport and arts; promoting the provision of educational activities for people with physical and learning disabilities; encouraging social inclusion, integration and equal opportunities across the community and helping promote sustainable developments within the community.

The agreed terms for the 3 vacancies were: 1 Inchmarlo; 1 Auchattie et al. and 1 vacancy for either to be decided by the highest number of votes. As the number of candidates validly nominated exceeds the number of vacancies, arrangements for an election will be put in place.

Fetteresso Proposed Windfarm
The following information has been received with respect to a proposal at Fetteresso.
Electricity Works (Environmental Impact Assessment) (Scotland) Regulations 2017. Scoping Opinion request for proposed Section 36 Application for Fetteresso Wind Farm.
Natural Power, on behalf of Fetteresso Wind Limited (a company wholly owned by Fred. Olsen Renewables Ltd (FORL)) have now submitted the Scoping report for Fetteresso Wind Farm in Aberdeenshire to the Scottish Government, Energy Consents and Deployment Unit (ECDU). Natural Power is managing the application on behalf of FORL.
The Scoping Report and associated figures are also accessible through the Energy Consents Unit website – Project Ref: ECU00000556: http://www.energyconsents.scot/ApplicationSearch.aspx
Under Part 4 of the Electricity Works (Environmental Impact Assessment)(Scotland) Regulations 2017 Scottish Ministers are required to consult the specified statutory bodies (and other interested parties) as to their views on the information which ought to be provided in the Environmental Impact Assessment Report (EIAR); the scoping process enables this consultation to happen.
The ECDU will be in touch within the next three weeks, requesting a formal scoping opinion, detailing the time limit for responses, should you like to submit one. The scoping report contains a series of questions, which may help form the basis of a response.
The proposed turbines for Fetteresso Wind Farm Development will be sited in close proximity to the existing Mid Hill Wind Farm. It will be the aim that the turbines will be located so that they are perceived in conjunction with the existing wind turbines at Mid Hill.
Further to this, FORL’s unique position to readily make use of existing infrastructure will ensure that minimum disturbance to the environment will occur during the construction, operation and ultimately the decommissioning of the wind farm.
Brief summary of the proposed development:
The proposed development is for a wind farm comprising of up to 10 wind turbines with an overall height from base to tip not exceeding 200 m. Other infrastructure includes external transformer housing, site tracks, foundations, underground electricity cables, borrow pits, crane pads, temporary construction and storage compounds and associated works/infrastructure. The proposed development will be complementary in design to the existing wind farm development at Mid Hill and the surrounding area.
If there is a community request, arrangements can be made to visit and provide a presentation and give the opportunity for community organisation members to ask any questions they may have.

Strachan Play Park
The community have access to funding to install a new playpark in Strachan Village, this is a wonderful opportunity to add a resource for the children of our community and visitors to the area to play safely and exercise in the outdoors.
Proposals have been received from four leading providers of outdoor play equipment and we are seeking the views of the community to select the preferred design. A summary of the designs is attached in the link below and the manufacturers websites are shown if you want further information on each of the providers.
You can participate in the selection process by clicking on the “Survey” button.
The survey will close at Midnight on Monday the 31st of July.

There will be presentations on renewable energy, redeveloping your hall, LEADER funding, guidance from OSCR, as well as case studies from halls across South Aberdeenshire. Upcoming AGM and Council elections
The next monthly meeting on Thursday March 30th at Inchmarlo Hall is the FWCC AGM. There will be 4 potential Council Board positions available plus a youth councillor position. This is your chance to take an active roll in your community, time is limited to submit a nomination form which has to be received by the extended deadline of March 24th , if you are interested, please download a form from the link below.

Aberdeenshire community council scheme consultation
The proposed Aberdeenshire Council Scheme for the Establishment of Community Councils will be presented for approval to Aberdeenshire Council on Thursday 27 April, 2017 and is currently open for consultation and comment. The main sections that have been amended are: suspension and dissolution; encouraging young people to participate; and composition. It is proposed that all Community Councils have a maximum membership of 20 and a minimum membership of eight, with a quorum of five voting members for any meeting.

As part of the windfarm consultation (below) an attempt was also made to increase the email distribution list for the FWCC area.
There are monthly Community Council meetings alternating between Inchmarlo and Strachan Village Halls and upcoming news and planning applications are posted on this website.
However where there are significant issues which may have an impact ( positive or negative ) on the community it would be very useful to increase awareness by emailing information and obtaining feedback to as large a sector of the community as possible. In this way the Community Council can best represent your views.
We currently only have email addresses for less than 20% of the FWCC area. (E mail addresses will not be circulated outwith the CC and will only be used to inform the community and solicit feedback.)

Glendye Wind Farm
In December over 450 leaflets were door dropped to homes in the FWCC area by volunteers to try and increase the level of feedback to assist your Community Council best represent whether the community are for or against the proposed windfarm.
A total of 106 responses were received of which 67 Opposed the windfarm / 18 Supported /4 were neutral /17 requests relating to email lists.
Of the responses received this clearly indicates a majority opinion which is in opposition.
However given there are in the region of 900 people eligible to vote in the community we are still very much open to suggestions as to how to obtain greater community engagement and feedback for both this and for other future significant issues.

Coriolis Energy will be holding a second round of public exhibitions to present the revised proposals for the Glendye Wind Farm. These will be held in the
Strachan Village Hall from 3:00-8:00pm on November 29th
and
Fettercairn Church Hall 3:00-8:00pm November 30th
There will be further opportunity to discuss this proposal ahead of the presentation at the community council meeting at Inchmarlo Hall on November 24th.

Representatives from Coriolis will be in attendance with presentation material for the initial part of the discussion to answer questions, following which will be an open discussion. Anyone with an interest in the proposed windfarm is encouraged to attend and participate.

Coriolis Energy Limited have prepared an Environmental Impact Assessment Scoping Report for a proposed windfarm development located on the Glendye Estate. The proposed windfarm will consist of up to 40 turbines with a maximum height to blade tip of 150m. The total generating capacity is estimated to be between 87.5-140MW.
Coriolis Energy have conducted a series of public consultations, however if there is sufficient local interest a further information meeting may be held by the Community Council immediately prior to the September CC meeting.

Glendye Art Centre
Fasque and Glendye Estate are seeking funding from the South Aberdeenshire LEADER program to complete an arts centre located by the Estate Office at Bridge of Dye. It is hopes "to create a space which will be sued to display art as well as a space which will be used by the public to host workshops and classes. Strachan Primary School has vacancies for Children between the ages of 5 and 11, if you live in the surrounding area and are interesting in your children attending a smaller village school please get in touch.
Broadband Initiative
A grant has been received to assess public interest and requirement for improved broadband access in the area. Local residents are encouraged to check their broadband speed and get in touch. A dedicated website is due to be launched in coming months.

A sub committee have been set up to review options for the Stachan playpark, these may range from a tidy up and repair of existing equipment to a new playpark. Local residents are encouraged to participate in the consultation process and offer suggestions as to what equipment would be most welcome and the scale of refurbishment which would be most appropriate.
